In view of enquiries received here it is opinion of

Commander-in-Chief, Brigadier and myself that while there

is no objection to British men with employment returning

to shanghai it is premature to consider any return of women

and children and I hope that cooperation of British shipping companies at ports concerned will be enlisted to this end.

Japan health resorts.
